Who called from the number +1 (410) 774-0589

Like the other commenters, I received two voicemails today from this number stating that this was the "last attempt to contact me" (though it was the first time they'd ever called) in regards to my need to appear before a federal judge for some supposedly-committed federal crime. The second time, I called the number back from an unrelated landline, and a man just picked up the phone and said, "Hello?" What kind of Federal Government agency answers their official phone line like that? I said I thought I had dialed the wrong number, and asked where I had called, and the man, after a pause, said something about Social Security Investigations... It was like he was gathering his thoughts, and realized what must've happened. I think they're scamming to get people's SSNs. I just replied, "Oh, OK, thank you", and hung up.
