They just called my mom, she called me I told her it is a scam. They really Threatened her and she was scared.

First part of the message wasn't caught by my phone answering system, but I see from others it's an IRS threat scam. Otherwise same "4 allegations pressed against" me, respond in 24 working hours, or expect to be taken "under custody" by local police . It's all a fake and phony recorded message. Sure hope no one falls for it.
