Who called from the number +1 (302) 498-9430

Ive recieved numerous numbers similar to this with the name of the caller I.D. reading as V21417283600065 or similar to always starting with the letter V or there would be no name available. Ive blocked several of these numbers. In the beginning there would be someone with what sounds like a muslim, or indian or something of that nature everytime saying they are calling from the government to inform me Ive been chosen for a grant from the government to go to school, I immediately thought scam and would refuse or just hang up because they wouldnt listen, one guy even told me to" F*** OFF" because I wasnt ever interested. There would also be an automated voice recording stating there will be a warrant out for my arrest due to unpaid taxes, or credit bills. Sometimes an actual person would answer saying they were calling from the government and I owed some type of payment. After while I would then jokingly mess with them due to my irritation. Afterwards I would answer and get no response followed by the sound of the call dropping. I decided after this to either just ignore the call or pickup and then immediately hang up with no response. Ive recently began blocking the numbers after recieving a new house phone. Ive had three different cellular phones in the midst of all that time (3 years) and they still manage to even get those numbers. Calling back grants no response other than an automated voice recording saying the number cannot be reached or is no longer available. Who are these people and why are they doing this My family is being harassed and I feel completely unable to do anything about it. Not to mention my cousin got a call a few years back and actually followed through with it and her credit got ruined because of it.
