Iristel is not the Company who is calling. Iristel is located in Kingston Ontario region and simply sell phone numbers, mainly to these type of bogus companies it appears. Iristel are a wholesaler of phone numbers. Scammers purchase phone numbers through retailers who have purchased the number being used from Iristel. A system which allows this to occur is the problem.

Scam. Called and left an automated message about winning something. Didn't pay much attention, just hung up.

The real solution to these types of scam calls is for the Canadian Government to pass a law holding phone companies at least partially responsible for scams. So if someone is scammed out of money the courts might find the victims phone company 25% liable for example (for allowing the calls, they are aiding and abetting the criminals) and would need to reimburse the victim 25% of the amount they are defrauded. This would quickly change the phone companies policy of allowing these types of calls to go through because they profit from them, to blocking all known scammers due to liability. Scam calls would come to a quick end here in Canada if they did this.
