Who called from the number +1 (202) 241-5679

My very ill mother received a call from this number from someone with a heavy Indian accent. He said his name was Officer Jeffery Tripalonie or something like that from Washington, DC He did not explain what the call was about only that if she did not return his call immediately that an arrest warrant was issued in her name & all he could do is wish her good luck!! So I called this number, the number he left by calling out each number so there was no mistake in my dialing but the only thing I received from the call is her provider telling me that the number can not be completed as dialed I know I have the correct number bc it’s on her phone. I would like to know who this person is so I can tell him if he is a debt collector, but we don’t know because he did not say why he was calling, that threatening someone with arrest and/or presenting themselves as an officer of law, IS AGAINST the Law. The worst of this is scaring an ill elderly woman that they are coming to arrest her.So I wish I wish I could get my hands on him but I wish I knew who to report him to!!
